On August 17 the Head of the OSCE Mission to Moldova, Michael Scanlan, discharged his mandate. At the farewell reception, he expressed confidence that Transdniestrian conflict settlement is possible. He said that over four years confidence between Chisinau and Tiraspol has grown. He noted that important conditions for the Transdniestrian settlement are the promoting of a tolerant and inclusive society in Moldova, an interethnic peace, a healing discussion of painful periods of history such as the Holocaust, and a fully functional autonomy of Gagauzia. In the exclusive interview for Security and Human Rights Monitor, Michael Scanlan said that over the past four years Chisinau and Tiraspol have increased confidence and become more responsible. He noted the active role played by the political leaders on both sides in this process. According to him the results achieved over these years would not have been possible without collective efforts of the OSCE mission and international partners: Russia, Ukraine, the EU, the U.S. and the countries presided over the OSCE in previous years. According to him, it is important to maintain this based on the solidarity of international mediators and results-oriented approach. The diplomat noted importance of conditions for promoting Transdniestrian settlement process such as creating an inclusive and tolerant society in Moldova, a sense of place of national minorities and regional groupings, preserving the Memories of Holocaust and the functioning of the Gagauz autonomy. “All this will help ensuring good governance and the rule of law in Moldova, which in turn will facilitate the achievement of the final settlement of the Transdniestrian issue”, said Scanlan.
