The National Security and Defense Council has ruled that it is impossible to hold negotiations with Russian President Putin. President Volodymyr Zelensky has put into effect the decision of the National Security and Defense Council of Ukraine of 30 September on Ukraine’s actions in response to Russia’s attempt to annex the territories of Ukraine, which eliminates the possibility of talks with Russian President Vladimir Putin. “To state the impossibility of holding negotiations with Russian President Vladimir Putin,” the document reads. The decree also approved the decision of the National Security and Defense Council on the application of Ukraine to expeditiously join NATO. Earlier, Zelensky said that if Russia annexes Ukrainian territories, negotiations with Putin will become impossible.
