Ukrainian President Volodymyr Zelensky has approved the legislative act No. 4255-IX allowing the deployment of units of the Ukrainian armed forces outside the state.
The corresponding information appeared on the official website of the Verkhovna Rada of Ukraine, reports theins.ru.
According to the text of the document, under martial law, units and formations of the Ukrainian Armed Forces can be sent abroad “to ensure national security, repel and deter armed aggression, protect the sovereignty and territorial integrity of Ukraine”. The legal basis for such actions is Article 51 of the UN Charter, which enshrines the right to self-defense.
The final version of the law has undergone significant revisions on the President’s proposals. These changes concern the procedure for taking decisions on sending military personnel abroad, detail the procedure for their stay on the territory of other countries and ensure that the document complies with international legal norms.
The initiative was registered in the Verkhovna Rada in early January 2025 as Bill No. 12378, which proposed to amend a number of laws on the deployment of AFU units abroad during martial law.
