France’s national strategic review through 2030 highlights the need for the country to prepare for the risk of a “major war in the heart of Europe”, with the understanding that the United States will no longer be involved in ensuring European security.
The 2025 Strategic Review document was published earlier this week on the official government portal, according to eurointegration.com.ua.
The key objectives for France by 2030 are defined as the “material and moral armament” of the country to be ready for a potential major war in Europe and to counter destabilizing actions on French territory and their consequences.
In this light, the review emphasizes the need to increase defense funding in order to rearm and strengthen the country’s resilience in the event of a high-intensity war.
The full text of the review states that the risk of French military involvement in a high-intensity conflict “near Europe” and the threat of hybrid destabilizing actions against France have reached unprecedented levels since the end of the Cold War.
At the same time, it notes that the likelihood of a conventional war taking place directly on French territory does not appear to be a probable scenario.
The review also identifies Russia as an immediate and “unparalleled” threat to France and the whole of Europe.
