The Special Envoy will promote inter-agency and cross-sectoral efforts to strengthen the state’s capacity to prevent and counter hybrid threats to national security.
According to the President’s Office, this mandate also includes promoting the image of the Republic of Moldova on international platforms dealing with sustainability and security issues, as well as sharing best practices with partner countries. In addition, the envoy will help mobilize the necessary assistance to strengthen the country’s institutional, economic and social resilience.
Dorin Recean served as Prime Minister of the Republic of Moldova from February 2023 to November 2025 and has extensive experience in security and public administration, including positions as Minister of Internal Affairs, Presidential Advisor on Security Issues, and Secretary of the Supreme Security Council.
“The position of special envoy is intended to strengthen the activities of the presidential administration by attracting specialists with in-depth professional knowledge in areas of strategic importance to the country, in order to implement the priorities set by the president,” the president’s office said in a statement.
