Moldova’s parliamentary opposition has appealed to the Constitutional Court to annul President Maia Sandu’s decrees appointing special envoys. The leaders of four factions are challenging the legality of granting Nicu Popescu and Dorin Recean the powers of emissaries. According to the authors of the appeal, such public offices are not provided for by national legislation, which violates the constitutional principle of separation of powers, reports rupor.md. The presidential administration rejects the opposition’s claims, stating that the institution of special representatives is common international practice. The authorities emphasize that these appointments are aimed at strengthening the country’s foreign policy potential and promoting European integration. Experts, in turn, note that the disputes over the status of the envoys are primarily political in nature and reflect deep divisions between the branches of government. According to the contested decrees, former Deputy Prime Minister Nicu Popescu oversees strategic partnerships, while former Prime Minister Dorin Recean is responsible for sustainable development and national security. The opposition insists that the president has exceeded her powers by introducing new functions through internal regulations. The Constitutional Court must consider this appeal and rule on the legality of expanding the head of state’s staff of advisers by adding special emissaries.
