Vasile Tofan Presents His Government’s Program

Vasile Tofan has unveiled the program of his prospective government, titled “A European Economy, an Efficient State”. On Tuesday, July 21, his cabinet will seek a vote of confidence from Parliament based on this policy platform. According to Tofan, the program will serve as the government’s main commitment and the benchmark by which the performance of the new cabinet should be assessed, omniapres reports. “Tomorrow, together with my team of ministers, I will go to Parliament to seek a vote of confidence. We are starting with a clear goal: to restore energy, initiative, and optimism to the country's development,” Tofan said. He stated that the government intends to relaunch the economy, support entrepreneurs, create better-paid jobs, and build “a more compact and efficient state”. The 147-page program is divided into four main sections: the government’s vision, Moldova’s structural challenges, five strategic priorities, and sectoral policies outlining measures for every ministry and area of governance. The document sets out five strategic commitments: relaunching the economy, accelerating European Union accession, building an efficient and digital state, strengthening security and the justice system, and improving quality of life. In the economic sphere, the government pledges to reduce bureaucracy and the number of permits required for businesses, introduce a streamlined inspection system, and improve companies’ access to financing. Other measures include bringing at least ten Moldovan companies to the capital market, expanding the Moldova HiTech Park, encouraging investment in technology and artificial intelligence, increasing exports of high value-added products, implementing an investment-oriented tax reform, and reducing the shadow economy. Regarding European integration, the program envisages completing accession negotiations and preparing to sign the EU Accession Treaty by the end of 2028, with the aim of ensuring Moldova is ready to join the European Union by 2030. To achieve this, the government plans to open all six negotiating clusters in 2026, accelerate the absorption of EU funds, and assess each ministry's performance based on its progress in the accession process. The program also outlines a comprehensive public administration reform, including functional audits of all central government institutions, the merger or abolition of agencies with overlapping responsibilities, full digitalization of public services, administrative-territorial reform, restructuring of district-level administration, and more efficient management of state-owned enterprises through restructuring, stock exchange listings, or privatization where deemed to be in the public interest. In the security sector, the government promises investments in air defense capabilities, measures to combat organized crime, stronger cybersecurity, and enhanced protection of electoral processes against foreign interference. The program also includes the completion of the Vulcanesti-Chisinau power transmission line, expansion of energy interconnections with Romania, and modernization of Moldova’s civil protection system. In the social sphere, the executive pledges predictable increases in the minimum wage, the creation of at least 3,000 new nursery places, digitalization of the social protection system, expanded services for people with disabilities and the elderly, as well as measures to reduce violence against women and combat femicide. “Our program is called A European Economy, an Efficient State. It is the commitment by which we will govern and by which we ask to be judged,” Vasile Tofan said.
