Moldova Changes Rules for the Integration of Foreigners

Home / Society / Moldova Changes Rules for the Integration of Foreigners
Foreign nationals in Moldova will receive free access to Romanian language courses, employment assistance and expanded legal aid. Parliament has passed the relevant draft law in its second reading. The legislation changes the government’s approach to supporting migrants: instead of direct cash payments, the focus will be on language training, job searches and legal protection. Foreign nationals will be able to attend Romanian language classes, receive assistance with integration and get advice on job vacancies at integration centers operating under the General Inspectorate for Migration, rupor.md reports. The law introduces specific changes for different categories of foreign nationals:
  • Residence permit holders will be able to join savings and loan associations, take out loans from them and deposit their savings.
  • Foreign nationals held in public custody will be entitled to emergency assistance from an on-duty lawyer.
  • Applicants for stateless status will be eligible for free legal assistance regardless of their income.
  • Beneficiaries of temporary protection, primarily refugees from Ukraine, will be able to apply for unemployment benefits and participate in government employment programs. If their residence document expires while they are receiving training or looking for work, their status will not be automatically revoked.
At the same time, the state is abolishing direct cash payments for asylum seekers altogether. The authorities explain that refugees without means of subsistence already receive basic assistance in kind, including free accommodation, food, clothing and essential supplies. The need for updated rules is reflected in the statistics: last year, 162 people sought assistance at integration centers. They included 100 Ukrainian citizens, 18 Russian citizens and four Turkish citizens. Most of the new rules will enter into force on January 1, 2027. Provisions concerning the Law on the Admission, Stay and Supervision of Foreigners will take effect on June 1, 2027.
