Moldovan citizens living abroad who are subject to mobilization during wartime will be required to return to the country if they receive a call-up notice. The provision is included in a draft law prepared by the Ministry of Defense. The document regulates the actions of the authorities and the obligations of citizens in the event of a state of siege or martial law. The draft also provides for restrictions on reservists, the possibility of restricting citizens’ freedom of movement, special rules for crossing the state border, as well as measures for evacuating the population and rationing certain essential goods, PRO TV reports. The requirement applies only to citizens who are legally subject to mobilization and have received a call-up notice or notification requiring them to report for duty following the declaration of a state of siege or martial law. They must take the necessary steps to return to Moldova and report to the location designated by the competent authorities within the prescribed timeframe. In addition, such citizens are required to contact Moldova’s diplomatic or consular missions in their country of residence, or other authorized bodies, without delay and follow the instructions they receive. “Citizens of the Republic of Moldova residing abroad who, under the law, are subject to mobilization and have received a call-up notice or been notified of their obligation to report following the declaration of mobilization are required to take the necessary steps to return to the country and report to the place and at the time specified by the competent authorities,” the draft law states.
