In response to Moscow’s proposals to close financial disputes, Naftogaz put forward new claims against the Russian side. The CEO of state energy company Naftogaz of Ukraine Andriy Kobolyev said that Kyiv had claimed against Gazprom for $22 billion. He wrote about this on his Facebook page on Tuesday, November 5. Kobolev notes that the Russian side offers Naftogaz to “nullify”, according to the decision of the Stockholm arbitration, almost $3 billion, and also to abandon the lawsuit for $12 billion. In addition the head of Naftogaz added a fine of about $7 billion, the Anti-monopoly Committee of Ukraine is proposed to refuse. In order to “nullify” this, Kobolev noted that counterclaims for comparable amounts from Russia are needed. There are no such steps yet. Russian proposals and new Ukrainian requirements  At the trilateral gas talks between Russia, Ukraine and the EU at the end of October, the head of the Russian delegation, Minister of Energy Alexander Novak, indicated that Moscow wanted to agree with Kyiv on all issues related to gas at once. This includes the Stockholm arbitration whereunder Gazprom should pay Naftogaz $2.56 billion, and the decisions of the Antimonopoly Committee of Ukraine, which imposed a fine of about $6 billion on Gazprom in 2016. Shortly afterwards, Naftogaz sent arbitration claims to Stockholm to Gazprom. Naftogaz’s executive director, Yuriy Vitrenko, said the company had requested Gazprom to review the transit tariff from March 13, 2018 to January 1, 2020. If this condition is not fulfilled, the Ukrainian side will demand compensation in the amount of $ 11.8 billion. DW
