Russia has submitted proposals to the United States on the development of legal security guarantees on non-expansion of NATO. Russia is ready for consultations with NATO on the territory of a neutral country, Russian Presidential spokesman Dmitry Peskov said, Vedomosti reported on Thursday, December 16. According to him, the Russian Federation will be represented at the talks by Deputy Foreign Minister Sergei Ryabkov. “He is ready to fly to any neutral country at any time to start negotiations,” Peskov says.
