A Romanian citizen, Mihnea Constantinescu, who obtained Moldovan citizenship, was appointed by the Parliament as Vice President of the National Bank and member of the Executive Committee.
His candidacy caused a wave of harsh comments among MPs and subsequently 4 PAS MPs, including Olesea Stamate, voted against the appointment of Mihnea Constantinescu, reports unimedia.info
“This draft decision proposes to appoint Mr Mihnea Constantinescu as vice-chairman and member of the NBM Executive Committee for a term of 7 years,” PAS deputy Victoria Rosca said at today’s plenary session.
According to the NBM, Mihnea Constantinescu has experience in the central banking system, as well as academic activity in finance and banking. He is currently an advisor to Anca Dragu, Governor of the National Bank of Moldova. He served as Head of Research at the National Bank of Ukraine from 2019 to 2024 and at the Bank of Lithuania from 2014 to 2018. Mihnea Constantinescu has also taught and conducted research at the universities of Amsterdam, Zurich and New York.
The governing bodies of the National Bank are the Supervisory Board, composed of seven members (3 executive and 4 independent), and the Executive Committee, composed of 5 members. The First Deputy Chairs and the Governor of the NBM are appointed by the Parliament upon the proposal of the Governor of the National Bank.
