According to the Ministry of Economic Development and Digitalization, Moldova will only be able to achieve economic growth of more than 4% in 2028, under the most optimistic scenario. The baseline scenario forecasts growth of up to 2% per year until 2028, while the moderate scenario forecasts growth ranging from 2.7% in 2026 to 3.6% in 2028. At the same time, the Recean government, in its Economic Growth Plan and the so-called “Budget Plus”, expected economic growth of more than 5% by 2028, according to Mold-Street. The Ministry notes that the optimistic scenario assumes full implementation of the EU Growth Plan worth €1.9 billion, accelerated reforms and investments, a stable geopolitical context, and substantial external support. In this case, Moldova’s real GDP will grow from 1.3% in 2025 to 4.3% in 2028.
