After resuming direct negotiations, Russia and Ukraine held three meetings in Istanbul. The delegations last met on 23 July. The parties agreed to exchange prisoners of war. During the negotiations, Russia proposed setting up expert groups to resolve specific issues, but no progress was made on this matter.
