In the coming days, the Moldovan government will send a letter to the International Monetary Fund expressing its “openness and desire to have a certain kind of Memorandum”.
According to Finance Minister Andrian Gavrilita, regardless of whether or not the last tranche of the previous IMF program was received, discussions on a new format for cooperation were inevitable, writes logos-pres.md.
“We would have had to discuss the new Memorandum in any case. The Mission was not related to the Memorandum, but we started talks and are due to send a letter (to the IMF) in the next few days to propose the Memorandum, but not necessarily for the purpose of borrowing,” the minister said on TV8.
He noted that the letter would express “openness and a desire to have a certain type of Memorandum – to begin discussions on reforms that the IMF considers necessary and in which the government itself is interested”.
“It is important to consider their vision: world-class experts who are familiar with the best international practices work there,” Gavrilita said, expressing the opinion that the Memorandum could be signed in 2026.
According to him, the absence of the last tranche of the previous Memorandum did not affect financial stability in Moldova, as “there are sufficient funds for investment, and it would be wrong to borrow money for current expenses”.
Gavrilita also recalled three scenarios for developing relations with the IMF: borrowing funds while simultaneously implementing reforms; borrowing funds only for emergencies and crises; coordinating reforms without attracting funds. The third option, he said, is currently the most suitable for Moldova – having such an instrument means that the government is financially responsible in its plans and also helps to discuss projects with other partners.
