The Investment Review Council imposed a fine on Lukoil-Moldova LLC in the amount of 5% of its turnover, but not exceeding 5 million lei, for failure to comply with the Council’s decision of 14 December. The Ministry of Energy reported that the company had been given five days to bring its activities into compliance. It should be recalled that, by a previous decision of the Council, Lukoil Moldova was given 20 days to restore the situation that existed prior to 2005 and transfer ownership of the oil complex infrastructure to the state. On 14 January, state institutions received a refusal from Lukoil-Moldova LLC to sign the Act of Transfer and Acceptance of Property related to the airport’s oil complex, citing the lack of consent from the sole participant, Lukoil International GmbH. Given that the established deadlines have been violated and the previous decision has not been implemented, the phased measures provided for in Law No. 174/2021 on investments of importance to national security will be applied. In the first stage, for failure to comply with the decisions of the Council for the Review of Strategically Important Investments, Lukoil must pay a fine and bring its activities into line with the previous decision within five days.
