President Igor Dodon said to Europa Liberă that he would take a long hard look at tax reform legislation before promulgating or rejecting it. The head of state noted that he was the author of similar laws in 2006 – 2007, which, according to him, had a positive impact and received the support of foreign partners, especially the IMF. However, there are other circumstances for the present, said Dodon. On July 26 when the parliament hasty adopted the controversial legislation, some NGOs urged President Igor Dodon not to promulgate it. Experts, activists and representatives of the opposition say that this reform is a new attempt to amnesty assets and incomes from doubtful sources. The authorities assure that they will not allow to legalize the proceeds from one billion dollars stolen from the banking system. It should be recalled that on July 26 the parliamentary majority approved in a hurry three tax reform bills about a unified income tax, capital amnesty and decriminalization of economic crimes. International Monetary Fund criticized the offered within the framework of the reform “capital amnesty”, noting that it “runs counter to the objectives of the program supported by the Fund”. The U.S. embassy in Moldova, according to which the amnesty “will legalize theft and corruption”, and the Head of the EU Delegation Peter Michalko and the World Bank also expressed criticism concerning the adoption of these bills.
