US invited China to participate in negotiations US presidential envoy Marshall Billingsley will leave for Austria early next week to negotiate with Russian Deputy Foreign Minister Sergei Ryabkov on “jointly approved topics related to future arms control.” The US State Department informed the United States also invited China to participate in the negotiations. US President Donald Trump has repeatedly called on China to join the US-Russian negotiations on an agreement that will replace START-3. This agreement expires in February 2021. China has repeatedly refused to accept Trump's offer.
