Official Kiev does not believe in the absence of provocations, he added. The leaders of Germany, France, Russia and Ukraine last met in the framework of the Normandy format in December 2019 in Paris. Based on the decisions of the Paris summit, Kiev and the self-proclaimed "republics" of Donbass exchanged prisoners several times. According to the UN, since the beginning of the conflict in eastern Ukraine in the spring of 2014, more than 13 thousand people have died.
