The government on Wednesday approved the Moldova-NATO Individual Partnership Programme (ITPP) for 2025-2028, infotag.md reported. The document envisages four strategic objectives: deepening political dialogue and practical cooperation to raise awareness and knowledge of the security situation, to strengthen peace and security and a rules-based international order. Moldova will implement Euro-Atlantic standards in its defense and security institutions, strengthen its defense capabilities and enhance interoperability with NATO partners and allies. The third goal implies that Moldova should be prepared to prevent and counter hybrid challenges through a comprehensive approach at the national level. Moldova and NATO will also enhance their cooperation in combating common security challenges. According to Foreign Minister Mihai Popsoi, the programme is “in line with Moldova’s neutral status”. “Moreover, the North Atlantic Alliance fully respects the neutrality of our country, and the only country that has been neglecting and violating it for 30 years is Russian Federation”, he explained. ITPP is a new format for Moldova’s relationship with NATO, which the parties moved to in 2025. Prior to that, cooperation was based on an Individual Partnership Action Plan (IPAP) with NATO. The first such plan was signed in 2006, after which it was supplemented and extended annually.
