The Moldovan Parliament has adopted a draft law amending certain regulatory acts aimed at the migration of central administrative bodies.
According to a document developed by the State Chancellery of the Republic of Moldova, a number of institutions will be transferred from the government’s jurisdiction to that of ministries, reports noi.md.
Thus, the State Agency on Intellectual Property will be subordinate to the Ministry of Justice, the Agency for Interethnic Relations and the National Agency for Research and Development will be subordinate to the Ministry of Education and Science, the Agency for Medicines and Medical Devices will be subordinate to the Ministry of Health, the State Property Agency will be subordinate to the Ministry of Economic Development and Digitalization, and the National Agency for Food Safety will be subordinate to the Ministry of Agriculture and Food Industry.
At the same time, the draft stipulates that certain institutions, such as the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence, the National Bureau of Statistics, the National Anti-Doping Agency, the Bureau for the Investigation of Accidents and Incidents in Transport, the Agency for Geodesy, Cartography and Cadaster, and the National Social Insurance Fund will retain their current subordination.
When central administrative bodies are transferred to the jurisdiction of ministries, the legal status of persons holding senior positions in the relevant institutions will not change, as they will continue to be persons holding public office.
The National Health Insurance Company, as the central administrative body, will be subordinate to the government and integrated into the unified system provided for by the Law on Specialized Central Public Administration, and its employees will have the status of civil servants receiving remuneration in accordance with the legislation on the unified remuneration system in the budget sector.
