The National Agency for Energy Regulation (ANRE) intends to oblige 12 gas companies to create a reserve of about 145 million cubic meters of methane for the 2025-2026 heating season. The basis for this is provided by the provisions of the Natural Gas Act and the latest amendments adopted by parliament in June 2025. According to these provisions, the volume of mandatory methane reserves must be at least 15% of the average annual natural gas consumption by end users connected to the networks of licensed system operators, calculated over the last five years, writes mold-street.com. According to ANRE data, 12 licensed gas companies are required to build up reserves of 145.37 million cubic meters by 1 November 2025, equivalent to 1,534,873.458 MWh. The largest share belongs to Moldovagaz, with approximately 137.06 million cubic meters, corresponding to a market share of 94.28%. However, on 31 July 2025, Moldovagaz will lose its license, and the responsibility for forming reserves will pass to Energocom, which will need to create a reserve of 7,272 cubic meters of methane. ANRE also stipulated that if the supplier responsible for creating reserves has its license revoked before 1 November 2025, this responsibility will automatically be transferred to the supplier responsible for providing the service. National Power Corp SRL will have to build up reserves of more than three million cubic meters, which is 2.07% of the total volume. Navitas Energy, part of the Premier Energy group, is required to build up reserves of 1.71 million cubic meters, or 1.17% of the total volume. By 15 November 2025, all suppliers are required to provide ANRE with information on the creation and maintenance of methane reserves, whether through their own efforts or through other suppliers and traders.
