The Ministry of Foreign Affairs of Germany presented a conflict resolution strategy in Ukraine, which includes five points: the implementation of the Minsk agreements, intolerance to violations of international law, support and protection of OSCE monitors, sending UN peacekeepers to the Donbas and support for reforms. The document says that since the beginning of the armed conflict in the Donbas and since the Crimea became Russian more than 10 thousand people died in Ukraine. It is noted that this conflict is a threat to security, including a threat to Germany, so the German government is in favor of peace and stability in Ukraine. The document consists of five points: the implementation of the Minsk Agreements, intolerance to violations of international law, support and protection of OSCE monitors, the possible dispatch of UN peacekeepers in the Donbas and support for reforms in Ukraine. To stop the violence, Germany insists on the implementation of the Minsk Agreements. In 2015, Russia, Ukraine, Germany and France developed a plan of action: the parties to the conflict pledged to cease hostilities, withdraw heavy weapons and create a buffer zone. However, since then, Russia and Ukraine have constantly accused each other of violations of agreements. Germany and France demand to continue negotiations. The document of the German Foreign Ministry says that the annexation of the Crimea to Russia condemned by the UN resolution. Germany stands for the integrity of Ukraine. In the conflict zone in the east of Ukraine, there are observers of the Organization for Security and Cooperation in Europe (OSCE). This organization is optimally suited for neutral monitoring of the conflict, since its members are not only Ukraine and Russia, but also all European countries, as well as the USA and Canada. However, the OSCE observers many times came under fire; they got obstacles in the implementation of the tasks. The protection of OSCE observers is one of Germany’s top priorities when it comes to the situation in eastern Ukraine. Germany sent 30 specialists and supports the OSCE mission, organizing the training of observers, providing equipment and equipment for their work. Germany also supports the international discussion on sending a UN peacekeeping mission to the Donbas. The goal is a peaceful resolution of the conflict, as stipulated by the Minsk Agreements. Germany will support negotiations on the creation of a UN peacekeeping mission. In addition, Germany supports Ukraine by implementing numerous projects. The German Government supports measures to modernize public administration and decentralization in Ukraine, finances projects to provide assistance to internally displaced persons and rebuild infrastructure in the Donbas.
