This proposal is contained in the report titled "Strengthening America and Countering Global Threats", published on Wednesday, June 10, by an influential party committee consisting of about 150 congressmen. Russia, China and Iran were ranked as "America's most aggressive global adversaries", and it is proposed to introduce 'the toughest sanctions ever proposed by Congress" against them. In particular, the report proposes to designate Russia as a State Sponsor of Terrorism and impose sanctions on oil and gas projects, Russian sovereign debt, and Russian proxies abroad. In addition, it is planned to develop a strategy to appeal directly to the Russian people and support their aspirations for democracy, bypassing the Russian authorities. Sanctions may include Chinese party functionaries and Iranian enterprises The report proposes to impose sanctions against members of the leadership of the Chinese Communist Party due to the persecution of Uyghurs and the suppression of protests in Hong Kong. According to the authors of the report, targeted sanctions will be more effective than broad-based tariffs. As for Iran, it is proposed to impose sanctions on certain sectors of the Iranian economy, as well as regional structures associated with Iran, in particular, combat groups supported by Tehran outside the country. The proposed sanctions are not a congressional bill and serve as recommendations.
