Moldova Launches Program to Assist Other Countries

Moldova will provide other countries with expert assistance, funding and humanitarian support. This will be carried out under the multi-year Strategic Program for International Development Cooperation and Humanitarian Assistance for 2027-2030, logos-press.md reports. According to the document, the geographic priorities have been identified taking into account geographic and political proximity, Moldova’s strategic interests, opportunities to share national expertise, alignment with European Union policies and instruments, as well as the needs of partner countries. Eastern Europe and the South Caucasus have been identified as the main priority. Moldova plans to help strengthen the resilience of state institutions and local communities, develop public administration capacity, improve emergency management and civil protection, support reforms and reconstruction, and share its experience in European integration, reform implementation and the harmonization of legislation with EU standards. Southeastern Europe will be an additional priority. Cooperation will be primarily technical and institutional, focusing on public administration reform, European integration, cybersecurity and countering disinformation. In Central Asia, Moldova plans to implement targeted projects in areas such as public administration, e-government, public finance management, migration and human capital development. The Middle East and North Africa are being considered as a new area of cooperation. Moldova’s engagement in the region will develop gradually, primarily through multilateral mechanisms and individual projects. In Sub-Saharan Africa, Moldova intends to pursue mainly multilateral and indirect forms of cooperation, including through international organizations. The program also provides for stronger cooperation with the United Nations, UNDP, UNICEF, UNHCR, the International Organization for Migration and other international organizations, taking into account Moldova’s foreign policy priorities and available resources. A total of 7 million lei from the state budget has been earmarked for the implementation of the program in 2027-2030, including 1 million lei in 2027. The funds will be used for technical cooperation projects, grants, voluntary contributions to international organizations and humanitarian operations, depending on the approved priorities and available funding.
