Special Representative of the OSCE Chairperson-in-Office for the Transdniestrian Settlement Process Franco Frattini urged to intensify negotiations at all levels. Frattini stressed that over the past two years significant progress has been made in the negotiation process, using a step-by-step approach. "I have encouraged both Sides to continue this path in the spirit of dialogue and mutual co-operation regardless of internal political processes", the OSCE mission's press service quoted the special representative as saying. As Frattini noted, Chisinau and Tiraspol assured him of their intention to maintain the rigorous pace. It should be recalled that the discussion of ways to resolve the situation in Transdniestria is conducted in 5+2 format (Moldova, Transdniestria, OSCE, Russia, Ukraine, as well as observers from the US and the EU). In December 2018, following the results of the meeting of the leaders of Moldova and Transdniestria Igor Dodon and Vadim Krasnoselsky, the parties noted that 2018 was the period of implementation of the agreements reached earlier. In particular, it was possible to come to an agreement on the the mechanism for the participation of vehicles from unrecognized Republic in international road traffic, as well as to solve problems with communication. The President of Moldova Igor Dodon and the leader of the Russian Federation Vladimir Putin regularly discuss Transdniestria during negotiations.  Last fall Dodon called the Russian peacemakers as the guarantor of peace on the Dniester.
