Ukraine has been losing its statehood features amid constant experiments on it since 1991, said Permanent Representative of Ukraine to the Council of Europe Dmytro Kuleba for Mirror Weekly newspaper. According to him, for 28 years of independence, Ukraine has not created an “economic miracle”. “One war, two revolutions, six waves of radical unprecedented reforms proclaimed by each new president, and at the same time six attempts to erase the past, blaming the predecessors,” said the ambassador. Mr. Kuleba added that for 28 years of independence Ukraine has not built strong political, state, civil, financial and economic institutions. “The reforms and the subsequent  complete reset almost destroyed the bureaucratic apparatus of the state,” he stressed. According to him, the country’s civil service is in a poor shape. “In the end, and this is the worst thing, we lose the main statehood features – the population and territory,” Mr. Kuleba said. He noted that the territory has decreased due to the annexation of Crimea to Russia, and the loss of people is associated with mortality, migration and the annexation itself. Crimea became a region of Russia after a referendum in 2014, when more than 95% of residents voted to become part of the Russian Federation. Ukraine considers the peninsula its temporarily occupied territory. Most countries in Europe, the USA and other countries support the position of Kyiv. Kommersant
