This is revealed in an investigation by RISE Moldova. The company involved in the construction of a controversial residential complex near a shopping center in Chisinau – whose building permits have been definitively suspended by the court – has also been linked to another property development project involving current PAS MP Alexandr Trubca and former PAS MP Viorel Barda, reports TVRMoldova, citing the investigation. Furthermore, the company’s director and his partner were among the largest donors to PAS during the 2025 parliamentary election campaign. The residential complex, which is planned to be built at 3 Bukovina Street in the capital, remains subject to suspended building permits. The final ruling on the matter was handed down by the Chisinau Court of Appeal. Despite the fact that the court ruled over a month ago to halt construction work pending a decision on the revocation of the permits, the company continues to operate on the building site. The company received two permits from Chisinau City Council to build a residential complex in the Ciocana sector. In an investigation by RISE Moldova, journalists described how the building permits were obtained and how the capital’s deputy chief architect allowed a potential conflict of interest by purchasing a €350,000 duplex on an instalment plan from the administrator of the construction company just one week after signing the building permit. On 25 May 2026, the court definitively suspended the company’s building permits pending a decision on their revocation. Despite the fact that more than a month has passed since the court’s decision and the developer is obliged to halt all work entirely for the duration of the legal proceedings, construction continues. Moreover, residents of the private housing estate near the building site claim that workers continue to work until “10-11 pm”. The company and the PAS MP’s business The company has recently found itself back in the spotlight due to the business dealings of PAS MP Alexandr Trubca. This concerns the MP who issued a statement this week after learning that he had become the subject of a TV8 journalistic investigation, which has not yet been published. Trubca founded QNAConsulting SRL in 2024, whose main activity is “IT consultancy”, though he admitted that he set it up to participate in a property investment project. His firm, together with two other companies – including Optimum VA, owned by former PAS MP Viorel Barda – purchased a plot of land measuring 80 hundred square metres in the commune of Truseni. According to Trubca, the land cost 800,000 euros. The same company is responsible for the project’s construction. RISE Moldova previously reported that the company’s administrator, Ion Magaliuc, and his partner were among the largest individual donors to PAS during last autumn’s parliamentary campaign. Each of them donated 80,000 lei to the party. Alexandr Trubca stated that at the time the contract was signed, he could not have known about future donations to the party. “At the time the contract was signed on 4 March 2025, I could not have known that the company’s director would, in the autumn of 2025 – that is, six or seven months later – decide to donate money to the Party of Action and Solidarity during the parliamentary campaign. Nor could I have known that the company would encounter problems with another complex it is building in Chisinau in December 2025,” Alexandr Trubca said at a press conference on 8 July.
