Washington plans to impose punitive measures against deals related to the Russian sovereign debt, as well as prohibit the activities of seven largest Russian state banks in the U.S. On Tuesday, August 14, the U.S. Congress published on its website a bill on sanctions against Russia. Among other things, the document lists seven Russian banks that may be under the punitive measures: Vnesheconombank, Sberbank, VTB, Gazprombank, Bank of Moscow, Russian Agricultural Bank and Promsvyazbank. In particular, it provides for a ban on all transactions conducted by these banks related to property or a share in property located in the territory of the United States or in the possession of a U.S. citizen. Earlier, Kommersant has already published the text of the bill. As the website the Bell noted, comparing both documents, in the version of Kommersant there was no page detailing the process of imposing sanctions against the Russian sovereign debt, debt instruments of large Russian banks and persons involved in cybercrimes. If the law goes into effect, then American citizens will also be prohibited from any participation in transactions related to Russia’s sovereign debt.
