Parliament Speaker Andrian Candu signed in place of President Igor Dodon the new Broadcasting Code, the law on sale of land of the former Republican Stadium, the law on renaming the May 9 holiday and laws on resubmission of Carabiners. Candu said this on his Facebook page, complaining that he again had to do work for the head of state. “I am obliged again to Perform Duties of Igor Dodon. Even though he spends more time in Moscow, he should remember who elected him and that he became president thanks to the norms enshrined in the Constitution. Not recognizing the laws of Moldova, he does not recognize this state and its own mandate. I regret that I have to protect the Constitution in this way for the fifth time”, wrote Candu. It should be recalled that on December 10, the Constitutional Court once again recognized that the president’s repeated refusal to promulgate the laws represents the president’s temporary inability to fulfill his duties, but temporary fulfillment of duties is necessary. This is the fifth suspension of the current president, Igor Dodon. According to the decision of the Constitutional Court dated October 17, 2017, the Speaker of the Parliament or the Prime Minister can temporarily fulfill the duties of the President and sign decrees on appointments if necessary.   On November 30 during the meeting, the Parliament Speaker Andrian Candu publicly asked the Parliament’s legal department to prepare information on the necessary procedures for the remove the president Igor Dodon from office because of a systematic violation of the Constitution.
