The Head of State also called for a series of measures to be taken by the government, the (NAC), the tax authorities and the Security and Intelligence Service (SIS), including the splitting of the Public Property Agency (PPA) into two bodies to ensure more effective management of state assets “I know that everything we have achieved so far has been possible thanks to the trust of the people. And I know that what has happened in recent days has undermined that trust. I am just as outraged as everyone else. Preferential treatment, unjustified benefits and the squandering of public funds are unacceptable. The fact that someone from my inner circle is involved makes the situation even more serious. I was unaware of this. This is a systemic failure requiring an immediate response,” the President stated, according to deschide.md According to Maia Sandu, it is extremely difficult to find competent people for certain posts, and fraudsters sometimes take advantage of this. For this reason, the head of state has called for a review of the procedure for appointing people to key posts. She stated that approval from the Security and Intelligence Service (SIS) and the National Anticorruption Centre (NAC) must be made mandatory; it is essential to verify all information regarding previous experience and to obtain references from former employers. In this regard, Maia Sandu has asked the government to take a number of measures:
  • a review of the composition of administrative boards, a reduction in the number of their members and regulation of their remuneration;
  • the publication of performance indicators for each state-owned enterprise every six months;
  • the implementation of a plan to list minority shareholdings on the stock exchange, both in Moldova and on regional markets;
  • the annual publication by state-owned enterprises of financial statements, external audits, reports from administrative boards, information on management salaries and procurement reports;
  • the separation of productive assets (companies with commercial potential) from non-productive assets (land, property or enterprises undergoing bankruptcy proceedings).
This means that the Public Property Agency (PPA) must be split into two entities: one will manage active enterprises with potential, whilst the other will manage the remaining assets. The President also instructed the relevant authorities to review the salaries of employees at state-owned enterprises, particularly those in senior management.
