According to information published on the court portal, on 15 June 2023, the case concerning the production and possession of forged official documents was “referred to Judge Angela Catana for consideration”.
The criminal case concerning the exceeding of authority or abuse of office, known as the “Energocom” case – to which the criminal case concerning the possession and use of a forged medical document, brought against the former President of the Republic of Moldova, Igor Dodon, now an MP for the PSRM, his wife Galina Dodon and a doctor, is still at the stage of judicial investigation, with the proceedings nearing completion. The next court hearing is scheduled for 13 July, reports zdg.md.
The case is being heard at the Chisinau Court. According to information published on the court’s website, at the court hearing on 18 May 2026, the court ruled on “motions submitted by the public prosecutor”.
After the case was filed with the court, it was assigned to Judge Angela Catana on 13 September 2022. Subsequently, following the consolidation of the two cases, “given the increased complexity of the case”, a panel of three judges was formed, comprising the aforementioned judge and Judges Alexandra Negru and Petru Paun. Alexandra Negru was recently appointed as a judge of the Supreme Court of Justice (SCJ) until she reaches the age of 65.
The last court hearing was scheduled for 12 June, but it did not take place “because Judge Angela Catana” was on sick leave.
In April 2026, representatives of the Public Prosecutor’s Office informed ZdG that all prosecution witnesses had been heard on the two counts of the case. When asked about attempts to drag out the case, they replied that, as far as the defense’s actions were concerned, they had mainly focused on presenting evidence, particularly on calling further witnesses. The prosecution did not disclose the names of the witnesses who had been heard in court.
Meanwhile, Nicolae Posturusu, Igor Dodon’s lawyer in the case concerning abuse of power or official duties, had previously told ZdG that the former president had been heard. The defense lawyer described the case as “weird”.
“(…) We are at the stage of concluding this case. At the last hearing, Mr Dodon was heard as the defendant and gave a comprehensive account of the charges brought against him. He was accused of exceeding his official duties for the benefit of a criminal group, but, as you will understand, in this case, according to the prosecution’s response, no charges have been brought against anyone, no one is being questioned, even though the contract was signed by the director of Energocom; only Mr Dodon has been brought before the court.
The director of Energocom was recently cleared of criminal charges; consequently, this is a very strange case – it was not his signature (Dodon’s – ed.) that led to the contract being signed, by no means. Absolutely no one is being held criminally liable, and the case was referred to court solely in respect of Mr Dodon. That is what he was explaining. Contracts for Energocom are not signed by the Minister for the Economy (…)’, explained Nicolae Posturusu.
In January 2022, commenting on the prosecution’s charges in connection with the Energocom case, Dodon stated that he was “confident of his innocence”. As for the charges of possessing and using a forged medical document, the former President of the Republic of Moldova described them as “complete professional and legal nihilism on the part of the prosecutor”.
“We can see that the government, having failed to succeed in this case (the ‘kuliok’ case – ed.), is not giving up, but is trying to fabricate other cases. I have heard about the so-called ‘certificate’ case, which demonstrates complete professional and legal nihilism on the part of the prosecutor handling this case and the judicial system. I am no fan of Mr Sturza, but to quote that ‘spiky-haired’ chap, this prosecutor is setting up the entire country’s leadership. Because bringing a case on such grounds is tantamount to nihilism and unprofessionalism. I am deeply outraged at the state to which justice has sunk,” Igor Dodon told journalists.
On 9 September 2022, the Prosecutor General’s Office announced that the criminal case, collectively known as “Energocom”, in which the former President of the Republic of Moldova, Igor Dodon, is charged, had been transferred to the Chisinau Court of the Buiucani District for consideration on the merits.
According to the prosecution, in this criminal case the former head of state is accused of abuse of office by a public official in the interests of an “organized criminal group” (Articles 46 and 328(3) of the Criminal Code of the Republic of Moldova).
The charges against the former head of state relate to his actions in 2008-2009, when he held the posts of First Deputy Prime Minister and Minister of Economy and Trade.
The doctor is therefore suspected of producing and possessing forged official documents conferring rights. Meanwhile, former President Igor Dodon and his wife are suspected of possessing and using a forged official document conferring rights.
