The Ukrainian government has defined the goals to achieve in the next five years to join the European Union and NATO. On September 30, the Ukrainian Cabinet submitted the program to form the basis of European integration to the Verkhovna Rada. According to the project, by 2025 the Ukrainian authorities intend to create 1 million new jobs, attract $ 50 billion of foreign investment, repair 24 thousand km of roads, build five ports and 15 airports, provide a real cost of living for all citizens, reduce environmental pollution by 20 % and improve demographics. Moreover by 2025 the government plans to create Eurointegration offices in all areas of the country. At the same time, the authors of the program note that the next five years will be difficult for the country, since a third of the budget goes to repay debts, infrastructure is in poor condition, a quarter of the population lives below the poverty line, and government agencies are inferior to strong monopolies and “informal groups of influence”.
