Ukrainian President Volodymyr Zelensky said that the government intends to return Crimea, but now there is no “formula” for this process, reported TASS on October 9 with reference to Ukrainian television. Commenting on the Crimean issue, the Ukrainian leader called it a “complicated story”, adding that Ukraine could not cope with the return of the peninsula without the help of international partners. In addition, Zelensky said about the need for the development of the army in the country. “We respect our military. But, frankly, we need to be very powerful so that not only our diplomacy works, so that our army is of a really high level,”he said. The so-called Steinmeier formula was proposed by former German Foreign Minister, now President of the Federal Republic of Germany Frank-Walter Steinmeier. It determines the mechanism for enactment of the law on a special procedure for local government in certain areas of Donetsk and Lugansk regions. The formula was signed by the Contact Groupfor Donbass on October 1, on the same day the text of the document appeared on the web. However, this step caused an ambiguous reaction in Ukraine.
