The draft parliamentary decree on the usurpation of power by the Constitutional Court (CC) "in favor of the political interests of the president" Maia Sandu was adopted on April 23 by the votes of the PSRM and Pentru Moldova deputies (the Shor faction and ex-democrats). The MPs from PAS and DA, who left the session, and MPs from the Pro Moldova group and the PDM faction, who refused to support the Socialists' project, did not vote for the document. The text of the declaration was read by the head of the legal commission, a PSRM deputy Vasile Bolea. “The Parliament notes with concern that the Constitutional Court has been seized, judges Manole, Sova and Rosca have broken their oath. The decision of the Constitutional Court of April 15 is an attack on the sovereignty of the people. Considering that the Constitutional Court ignored the existence of a formalized parliamentary majority, the court ignored its own practice, from which it follows that if there is a parliamentary majority, the president is obliged to nominate a candidate from this majority for prime minister,” Bolea read out. The text of the declaration also notes that the court did not pay attention to the recommendations of foreign legal institutions and did not act in accordance with the provisions of the Constitution. “The country should not descend into dictatorship,” the PSRM deputy continued reading. The declaration states the existence of a constitutional and political crisis in Moldova, "which has worsened after the Constitutional Court's decision of April 15". Bolea said that the deputies do not recognize this decision and ask international bodies to evaluate this decision in terms of the law. MP from the Dignity and Truth Platform (DA) faction, Iurie Renita, said that the declaration was “fantastic and flawless,” but he would add the PSRM abbreviation everywhere, so that the PSRM would be “usurped”. Renita asked to put it to a vote, but the speaker Zinaida Greceanii refused and turned his microphone off when he continued to insist. The head of the DA faction Alexandru Slusari took the floor and said that history is being repeated, but the first case was about a tragedy, and now it is about a farce. “In 2019, we were on the verge of a civil war, and now what you are doing is a farce. You are talking about usurpation, but the point is that someone did not want to propose a government, and someone did not want to vote. Why are we organizing this circus and adopting this next declaration,” Slusari asked and noted that the socialists “leader” continues to discuss the date of early elections. Slusari said that the MPs from the DA are leaving the meeting room. The leader of the Pro Moldova group, Adrian Candu, and the PDM chairman, Pavel Filip, announced that they would not vote for the declaration. Recall that the PSRM faction in the morning of April 16 held a meeting and decided to put forward a draft parliament resolution, which states the fact of the usurpation of the Constitutional Court by three members of the court: Domnica Manole, Liuba Sova and Nicolai Rosca in favor of the president's political interests. The draft resolution also proposes to note that these judges of the Constitutional Court violated the oath taken before the current composition of parliament, and to demand their resignation. This initiative was the reaction of the socialists to the decision of the Constitutional Court of April 15, in which the court stated that there were circumstances for the dissolution of parliament.
