Russia left the Don after the United States. The United States accused Russia of consistently violating the terms of the treaty. Russian President Vladimir Putin signed the law "On Denunciation by the Russian Federation of the Treaty on Open Skies." The document was published on Monday, June 7, on the official Internet portal of legal information. The Open Skies Treaty (DON) was signed on March 24, 1992 in Helsinki. It allows reconnaissance aircraft to fly over the territories of the participating countries under special protocols and pre-agreed routes without long-term notification. In 2020, the United States officially notified its partners of its decision to withdraw from the Open Skies Treaty. They explained this by the fact that Russia constantly violated the terms of this treaty, prohibiting observation flights over Moscow, Kaliningrad, Chechnya and near the borders of Abkhazia and South Ossetia. Moscow denied violations and, in turn, accused Washington of violations.
