President Igor Dodon signed a decree establishing a commission that will deal with constitutional reform. The head of state announced this on July 29 on his Facebook page and published a list of commission members. According to the document, the former head of the Constitutional Court Dumitru Pulbere will head the Commission on Constitutional Reform. Former ECHR judge Stanislav Pavlovschi will become his deputy, and the former head of the Civil Society Council under the President Victor Stepaniuc will become the Secretary of the Commission. The commission also included former deputy chairman of parliament Nicolae Andronic, doctors of law Alexandru Armeanic, Alexandru Burian, Carolina Ciugureanu-Mihailuta, Elena Comarnitcaia, Gheorghe Costachi, Victor Gutuleac, Irina Iacub, Valeriu Kuciuk, Constantin Lazari, Pavel Midrigan, Boris Negru, member of the Supreme Council Prosecutors Inga Furtuna, Judge of the Court of Appeal Ion Muruianu, Secretary General of the Presidential Administration Nicolae Posturusu, former head of the Constitutional Court Victor Puskas, former judge of the Constitutional Court Petru Raileanu and former President of the Supreme Court of Justice Valeria Sterbet. Dodon noted that “in recent years, some difficulties have arisen in the field of constitutional jurisdiction,” and therefore a reform in this area is necessary. “Taking into account the constitutional blockages of 2014-2020, the problem of political defectors, proposals to reduce the number of deputies, national security problems created by high-ranking officials with dual citizenship, the need to specify the powers and status of the Constitutional Court, the High Council of Magistracy, the need to develop and concretize some provisions of the Constitution , we consider it necessary to start the process of constitutional reform on the revision of some decisions of the Constitutional Court that went beyond the constitutional field,” Dodon wrote and added that the first step on this path would be establishing a commission that would deal with the above matters.
